Senate GOP Embrace President's Call to Overhaul Affordable Care Act

American senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the standoff appeared to recede as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the longest closure of the US government in history deepened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and SNAP benefits have been delayed for forty-two million Americans.

Trump's Proposal from Florida Resort

As Saturday's meeting got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic senators shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."

Ongoing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to end the shutdown in return for a later vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
